Minimum Educational Qualification

A candidate for direct recruitment must fulfil all of the following:

1. Must have passed the Senior Secondary Examination in Arts, Science, or Commerce of the Rajasthan Board of Secondary Education, or an examination equivalent thereto recognized by the Government, or any higher examination.
2. Must possess a good working knowledge of Hindi as written in Devanagari script and of Rajasthani dialects.
3. Must have passed one of the following: “O” or Higher Level Certificate Course conducted by DOEACC (Department of Electronics, Government of India); COPA/DPCS certificate under the National/State Council of Vocational Training Scheme; Diploma in Computer Science/Computer Application from a university established by law in India or an institution recognized by the Government; Diploma in Computer Science & Engineering from a Government-recognized Polytechnic Institution; Rajasthan State Certificate Course in Information Technology (RSCIT) conducted by Vardhaman Mahaveer Open University, Kota; Senior Secondary School Examination with Computer Science as an optional subject; or any equivalent or higher qualification.

Physical Fitness

A candidate must be mentally and physically fit, with no defect likely to interfere with the efficient discharge of their duties. On selection, the candidate must submit a fitness certificate from a medical authority notified by the Government for this purpose.

Nationality

A candidate must be:

• A Citizen of India, or
• A subject of Nepal, or
• A subject of Bhutan

Candidates who are subjects of Nepal or Bhutan must possess a certificate of eligibility issued in their favour by the Government of India.

A candidate for direct recruitment must have attained the age of 18 years and must not have attained the age of 40 years, as on 01.01.2027.

Rajasthan High Court Stenographer Recruitment 2026 Selection Process

Selection consists of a Shorthand Test, a Computer Test (Speed and Efficiency), and a qualifying Interview.

Exam Pattern: Group A (English Shorthand Test) – for Stenographer (English) posts

Exam Pattern: Group B (Hindi Shorthand Test) – for Stenographer (Hindi) posts

Exam Pattern: Group C (Computer Test) – Compulsory for All Candidates

A candidate must pass the subject group (A or B) of the post applied for, and must compulsorily pass Group C (Computer Test).

Method of Conducting the Stenography Test

• Before the final passage, a trial passage of 200–250 words is dictated at the same speed as the final passage; the trial passage is not transcribed or marked.
• After a gap of two to three minutes, the final passage is dictated by the same person, maintaining uniform speed, generally marked after every 80–100 words.
• After dictation, candidates get five minutes to read the dictated passage.
• Candidates must transcribe the passage on a computer.

Method of Conducting the Speed and Efficiency Test

• The language of the Speed & Efficiency Test is the same as the language of the Shorthand Test.
• The font for the Computer Test is “Kruti Dev 010” for Hindi and “Calibri” for English.
• Minimum required speed is 8,000 key depressions per hour.
• The Efficiency Test may include word-processing tasks such as formatting text, paragraphs, pages, and tables, and formatting of letters.

Method of Evaluation

Mistakes are counted as full or partial:

• Full mistakes: Omission of words or figures; substitution of wrong word or figure; misspelling. Two partial mistakes are equal to one full mistake.
• Partial mistakes: Error or omission in punctuation; wrong use of capital or small letters; wrong indentation of paragraph.

A margin of 5% mistakes is allowed. If mistakes exceed 5% of the dictated passage, the excess over 5% is deducted from the total number of dictated words while calculating speed.

Speed = (Actual correct words typed + Permissible 5% mistakes or actual committed mistakes, whichever is less) ÷ Duration of dictation (6 minutes)

Marks = (Actual correct words typed × Maximum Marks (100)) ÷ Total dictated words

Actual Correct Words = Total dictated words − Actual committed mistakes

Merit List and Interview

• The merit list of successful candidates is prepared on the basis of Total Aggregate Marks obtained in the Shorthand Test and Computer Test (Speed Test + Efficiency Test).
• Successful candidates are eligible for interview to the extent of the total number of vacancies, in order of merit.
• In case of a tie in total aggregate marks, general suitability is first determined by higher marks in the Shorthand Test; if still tied, the candidate older in age is given higher rank in merit.
• The Interview carries no marks. Its sole purpose is to ensure the candidate does not stammer or have any impediment that would prevent them from reading their own writing. Final selection is subject to Rule 22 of the Rajasthan District Court Ministerial Establishment Rules, 1986.

Reservation Rules for Scheduled Tribe Sub-Plan (TSP) Areas

• Reservation of vacancies for Scheduled Tribes in notified TSP areas follows the Scheduled Tribe Sub-Plan programme adopted by the State Government.
• For the TSP areas of Banswara, Dungarpur, Pratapgarh, and Salumber districts, candidates are selected treating each district as a separate/independent unit.
• In these TSP areas, 5% posts are filled by eligible Scheduled Caste candidates and 45% posts by eligible Scheduled Tribe candidates. The remaining 50% posts in the TSP area may be filled by eligible candidates of any caste or category of that TSP area, based on merit.
• If sufficient local Scheduled Tribe candidates are not available in a district to fill the 45% quota, such vacancies may be filled by treating the entire TSP area (across districts) as one unit, using eligible Scheduled Tribe candidates from other districts within the TSP area.

Reservation Rules for Various Categories

• Reservation for women (including widows and women whose marriage has been dissolved) is horizontal against category-wise vacancies.
• Reservation for Divyangjan (Persons with Disabilities) is horizontal against total vacancies.
• In horizontal reservation, a selected candidate is adjusted into the category (SC/ST/OBC/MBC/EWS/General) to which they actually belong.
• If suitable and eligible candidates are not available for posts reserved for SC/ST/OBC/MBC/EWS/Women (including widow/divorced women)/Divyangjan, such posts will be filled as per the procedure prescribed under the Rajasthan District Court Ministerial Establishment Rules, 1986 (as amended).
• For selection against General category posts, only those reserved-category candidates who have not availed any fee concession or other relaxation applicable to their reserved category are eligible.
• Rajasthan’s OBC/MBC candidates in the creamy layer, and SC/ST/OBC/MBC/EWS candidates from other states (creamy or non-creamy layer), fall under the General category – reservation benefits for these categories are available only to bona fide residents of Rajasthan; other-state applicants of these categories must apply under the General category.
• Women from outside Rajasthan who become domiciled residents of Rajasthan after marriage must apply under the General category.

Category Certificate Requirements

• SC, ST, OBC, and MBC candidates must submit a valid caste certificate issued in the prescribed format by a competent authority for state services.
• OBC and MBC caste certificates are valid for one year; a self-attested affidavit in the prescribed format can extend recognition of a non-creamy-layer certificate for up to a maximum of 3 years, provided no creamy-layer certificate is issued during that period. For this recruitment (last date to apply: 10.08.2026), the caste certificate must be issued within 11.08.2025 to 10.08.2026; a non-creamy-layer certificate issued within 11.08.2023 to 10.08.2025 may be validated through an affidavit for this recruitment cycle.
• Divyangjan candidates must submit a Certificate of Disability issued by the Authorized Certifying Authority, when demanded by the Rajasthan High Court.
• Economically Weaker Section (EWS) candidates must submit a valid Income & Asset Certificate issued by a competent authority, valid for one year (extendable to a maximum of 3 years through an affidavit, similar to the OBC/MBC provision). For this recruitment, the certificate must be issued within 01.04.2026 to 10.08.2026, or, via affidavit, one issued within 01.04.2024 to 31.03.2026.
• A candidate’s category eligibility is assessed based on the certificate issued up to the last date of application. OBC/MBC/EWS candidates unable to produce a certificate by the last date may submit an affidavit declaring eligibility, subject to producing the certificate later; if the claim is found false, the appointment will be cancelled.
• Married SC/ST women must submit their caste certificate based on their father’s name and residence (not their husband’s) to claim reserved category benefits.
• Married OBC/MBC women must submit their caste certificate based on their father’s name, residence, and income (not their husband’s).
• The benefit of reservation under the Widow category is available only if the death certificate of the candidate’s husband is issued by a competent authority before the last date of the online application.
• The benefit of reservation under the Divorced Woman category is available only if proof of divorce from the husband is available before the last date of the online application.
• If a widow/divorced woman remarries before the last date of the online application, the benefit of that category will not apply, even if the related divorce case is still pending before a court; such candidates must submit an affidavit confirming they have not remarried up to the last date of application.

Important Notes on District Preference and Merit

• The merit list for vacancies in District Courts and District Legal Service Authorities (including Permanent Lok Adalats) will be prepared institute-wise, in order of preference: first District Courts, and second, District Legal Service Authorities.
• Candidates must select up to five district judgeships (from the names of districts), in order of preference, at the time of application.
• Applicants of Non-TSP areas cannot select TSP area districts.
• Successful candidates will be appointed to their chosen district judgeships based on the merit list prepared on total aggregate marks; if a candidate is not selected in any of their five chosen districts, the recruiting authority may appoint them to any other district judgeship it deems appropriate.
• TSP area district vacancies are reserved only for candidates who are bona fide residents of that TSP area.
• TSP-resident candidates must compulsorily select their own TSP district as their first preference while applying online; they may additionally choose up to four Non-TSP districts, but will be considered for a Non-TSP district appointment only if they qualify in the merit list for it.
• If a TSP-resident candidate does not select their own TSP district as the first preference, their application will not be considered for posts in that TSP district.
• A TSP-resident candidate cannot select a different TSP district as their first preference.
• “Candidate of a Scheduled Area” means a person who: (a) has been a bona fide resident of the Scheduled Area since before 1 January 1970; or (b) if born after 1 January 1970, whose parents have been bona fide residents of the Scheduled Area since before that date and who has been a resident since birth; or (c) is related by marriage to a person covered under (a) or (b) and has been a bona fide resident of the Scheduled Area since the marriage.

Character Requirements

A candidate’s character must be such as would qualify them for appointment to the service. Every candidate must submit:

• A Good Character Certificate issued by the Principal/Head of the university, college, or school last attended.
• Two character certificates, not older than 6 months from the date of application, issued by two responsible persons who are not related to the candidate and are not connected with the candidate’s university, college, or school.

Disqualifications for Appointment

• No male candidate having more than one living wife is eligible for appointment, unless the Government, being satisfied that there are special grounds, exempts him from this rule.
• No female candidate married to a man who already has a living wife is eligible for appointment, unless similarly exempted by the Government.
• No married candidate is eligible for appointment if they accepted dowry at the time of their marriage.
• No candidate having more than two children is eligible for appointment, subject to the following provisos: a candidate having more than two children as on the date of commencement of the 1986 Rules is not disqualified; a single subsequent delivery resulting in more than one child (in addition to one child from an earlier delivery) is counted as one entity; a child from an earlier delivery who has a disability is not counted; and a candidate who remarries lawfully is not disqualified if only one child is born from a single delivery in that remarriage, provided they were not already disqualified before the remarriage. A child born within 280 days from the commencement of the 1986 Rules does not constitute a disqualification.
• Note: For assessing eligibility regarding the “more than two children” disqualification, the applicable date is 06.07.2010.

• A photo identity document – any one of Voter Card, PAN Card, Driving Licence, Passport, or Aadhaar Card.
• Signed declaration (as per the format in the Online Application Instructions), scanned and uploaded.

How to Apply for Rajasthan High Court Stenographer Recruitment 2026

1. Register and fill in the Online Application Form between 22.07.2026 (1:00 PM) and 10.08.2026 (5:00 PM).
2. Enter all required and correct information in the relevant columns of the application form; the details filled in the online application will be treated as final for provisional admission to the exam.
3. Select up to five district judgeships, in order of preference, as per the eligibility rules described above.
4. Upload your recent photograph (with name and date clearly marked), a photo identity document, the signed declaration, a live photo, signatures in Hindi and English, and your left thumb impression scan, as per the specified format.
5. Pay the applicable online exam fee between 22.07.2026 (1:00 PM) and 11.08.2026 (5:00 PM), through e-Mitra Kiosk/CSC, Net-Banking, or Debit/Credit Card.
6. Do not wait for the last date and time; submit the application and fee payment well in advance.
7. Once the online application and fee payment window closes, no further changes can be made to the submitted application.

Rajasthan High Court Stenographer Recruitment 2026 Important Instructions

• A candidate must apply under the category for which they are eligible; the category filled in the application will not be changed under any circumstances at the candidate’s request.
• Only applications submitted (fully and correctly) by the last date will be accepted; incomplete entries will lead to rejection by the Rajasthan High Court.
• Once finally submitted online, no changes can be made to any entry, and no related representation will be entertained.
• Information relevant to this recruitment will not be provided under the Rajasthan Right to Information (High Court and Subordinate Courts) Rules, 2006, during the pendency of the recruitment process; after the final result is declared, information may be provided as per rules, but only for applications submitted within 6 months of the final result declaration.
• Candidates must produce original documents/certificates supporting any claim, when required by the Rajasthan High Court or the appointing authority.
• No travelling allowance or food allowance is payable to any candidate for appearing in the examination.
